Summary
Huerfano County Economic Development Inc. (“HCED”) is seeking a qualified project manager to oversee the development of 11 manufactured homes within the City of Walsenburg. The Project Manager will manage all aspects of this project on behalf of HCED. This professional will review and evaluate subcontractor bid proposals, perform on-site inspections, facilitate communication, provide critical management reporting and ensure compliance with local construction laws.

Background and Estimated Project Timeline
Founded in November 1985, the purpose of Huerfano County Economic Development Inc. is to better the lives of Huerfano County residents and increase economic activity by supporting local businesses, working to improve housing conditions, recruiting new businesses, promoting the region, seeking opportunities for advancement, and encouraging greater collaboration between governmental and civic organizations.
This housing project is a pilot program that, if successful, will lead to a long term program to develop additional single family housing in Huerfano County. The 11 homes constructed as part of this project will be built on sites around the City. A map of those locations is available here. HCED estimates a total project cost of $2,080,000 and is seeking a loan of $500,000 and a grant of $440,000 from the Colorado Division of Housing to fund the project. HCED will develop the homes in phases, as a phase is completed and the homes in that phase are sold, HCED will use the proceeds to develop the next set of homes.

Scope of Work
The Project Manager will act on behalf of the HCED Board and oversee the project through completion. The candidate will manage all aspects of this project on behalf of HCED. This professional shall review and evaluate subcontractor bid proposals, perform on-site inspections, facilitate communication, provide critical management reporting and ensure compliance with local construction laws. Specifically the Project Manager will:
Provide oversight of the overall construction process.
Review and demand adherence to contract deliverables, budget and schedule.
Interface with vendors and suppliers
Create, coordinate and issue effective meeting minutes and other documentation for site progress meetings
Conduct Quality Assurance / Quality Control (QA/QC) walks
Make recommendations to HCED and the Contractor in instances where there are observations or reports that work on the project is potentially defective or not in conformance with the contract documents
Oversee and manage external partners, e.g. general contractor, architect, engineer, utility consultant, environmental consultant, interior designer, etc.
Review substitution submittals from contractors to ensure compliance with specification and/or client requirements.
Receive, review, and negotiate Contractor Change Order Proposal(s) to achieve a fair and reasonable price according to the general conditions; reviews and addresses any and all schedule impacts according to the project specifications in a timely manner.
Prepare and maintain project performance metrics that include pre-development budget and development budget.
Receive all written material such as operations and maintenance manuals, warranties and guarantees for all equipment installed in the Project; ensure that copies for HCED records are properly filed and that originals or copies as appropriate are delivered to the homebuyers.
Assist HCED with project close out including participating in the final close-out inspection and preparation of the final punch list for contractors
Project Budget
HCED is currently in the process of refining the scope of the Single Family Housing Project. The chosen candidate will have the opportunity to give input into that scope at a to be negotiated hourly rate. HCED has currently allocated $45,000 for compensation of the Project Manager, but will negotiate the project manager’s compensation before the Single Family Housing Project is finalized.
Qualifications
HCED expects that the chosen candidate will have the following skills experience and education:
Ability to gather/analyze data and work with numbers
Solid judgement along with decision making skills
Attestable, convincing organizational skill
An ability to multitask and perform under tight deadlines.
Exceptional written and verbal communication skills.
Previous experience in manufactured or modular single family home construction.
Consultant / Construction / Construction Admin Architect / Owner's Rep experience preferred
Minimum 5 years of relevant experience

Selection Process
The selection process will consist of two phases, followed by negotiations with the leading applicant. In the first phase, the Board or a committee of their choosing will review the letter of interest, resume, and references. Each applicant will be ranked and the highest ranked candidates will be invited to interview in the second phase.
Interviews will consist of a brief introduction by the candidate followed by a question and answer session. The interview committee will score the candidate’s answers and the highest rated candidate will be invited to negotiate.
